Distinguished Sir,
Welcome you and your respectable family our sincere and warm greetings.
Mr. President, at a time when many of us are waiting for the announcement of the policy that will be followed by his administration towards Cuba, I am addressing you as the person responsible for Cuba's largest opposition movement and as a citizen concerned about the future of my country, The best friend of the Cuban people and the first defender of freedom and democracy on the planet. When the policy that his predecessor, Barack Obama, had decided to follow regarding Cuba, was announced in December 2014, our organization, the Cuban Patriotic Union, after an in-depth analysis, decided to support the process of rapprochement. For various reasons we believed and still believed that at that time this was an intelligent idea that deserved to be developed. In the worst case, the new position of the US administration would shed light on what the next and most effective steps should be. Mr. Obama's important gestures of goodwill would destroy the old and false justification of the Castro regime that the United States is primarily responsible for the deep misery in which our people live.
We also thought that the dictator Raul Castro could have chosen to act with a minimum of sanity and that by his desire to deepen relations with the US and the European Union in search of economic benefits, he would reduce his repression against peaceful opponents and journalists Independent of our country. But the reality has been different. Castro's tyranny has been benefiting from the good will of the US government without giving up a bit in its repressive attitude. Given the lack of real pressure on the part of the US and the EU, the Castro regime has increased repression against Cuban democrats as it has not seen for many years.
During the last year, the number of political prisoners has tripled. Our prisoners are subjected to beatings and torture to a greater degree than they have suffered in the last fourteen years. In 2016 and 2017, persecution, arbitrary detention, beatings, raids, and robberies of "law enforcement" increased significantly in homes of peaceful opponents. In addition, restrictions and harassment of "self-employment" undermine the optimism of those who expected at least greater economic freedom. In the current circumstances, the struggle for the democratization of Cuba becomes very difficult without the US support. Some naively believe that one can move towards democracy by participating in the "electoral process" imposed by the regime. But who can think, when they raid your home, they beat you up, steal your children's food and imprison and torture you just for trying to develop a didactic-recreational activity for children, that the regime will allow true Democrats to get quotas Of political power in its totalitarian framework?
For more than half a century our nation has undergone a totalitarian regime of Stalinist character. We all know that such a regime will not be abandoned unless the heirs of power give up control and repression, and the democratic world will definitely support those who fight for freedom. Politics, like medicine, requires effective treatments. Castro-communism is a dangerous germ that produces a serious infection, which must be combated with effective "antibiotics". Against Castroism, treatment is needed to prevent its spread to other nations - Venezuela and Nicaragua, to cite two examples - and to encourage its complete elimination in the country where it has caused the most damage: Cuba. We are aware that the main responsibility in the fight against Castroism is that we Cubans are the ones who suffer the most.
But in a world where tyrants support each other, we need help from democratic countries to end the dictatorship. From a moral and practical point of view, lovers of freedom and democracies around the world should support as much as possible those who struggle against totalitarianism. Some are worried about the millions of dollars and thousands of jobs they say would lose the US if you reverse Mr. Obama's moves. However, few recognize that state intervention of Castro-Communism in Cuba, Venezuela and other countries brings costly economic consequences for the US. Few mention the huge sums of money that the US has had to spend and must continue to spend to defend democracy and human rights, always threatened by Castro-communism in the Americas and beyond. There are those who argue that if the policies of former President Obama are reversed, Raul Castro's successor would be entrenched in the immobility
Rather than moving towards greater openness. We believe that, irrespective of the US policy towards Cuba, Raul Castro and his possible successor in 2018 - whoever it may be - are not going to cede effective control of the country for fear of losing what was stolen by the Castroite elite to the Cuban people, And above all for fear of facing justice.
In view of the criminal behavior that Castroism is committed to maintaining against the Cuban people, its support for Chavez repression against the Venezuelan people, its close relations with other regimes that trample the rights of its citizens - such as those of Syria, Korea Of the North and Iran, its hostile discourse against the US and its lack of cooperation on issues such as the extradition of fugitives from the US justice system, we believe that it is time to revert to the maximum policies that only benefit the Castro regime and very little or nothing To the oppressed people. It is time to impose strong sanctions on the regime of Raúl Castro, and also the one of Nicholas Maduro.
Because of its outstanding position in the free world, the US should not remain indifferent to the crimes that both regimes commit against their peoples.
The United States must continue to be the first defender of those who lack the rights and freedoms in the world. It is the free world that must isolate and punish unrepentant dictatorships. It is not the supposed isolation that, according to The New York Times, would cause the US to reverse the policy towards Cuba to what its Administration must fear.
Your Administration, your people and the Democrats of the planet to fear is a world where the excesses of tyrants are not punished. Castroism has never ceased to be one of the main enemies of the US, as it has been and is the main enemy of the Cuban people. Therefore, I am sure we will agree that criminals who do not improve their behavior should be punished and not rewarded. When these criminals are at the head of a country, their punishment is a high moral duty and an unavoidable political necessity.

Reciban Ud. y su respetable familia nuestro sincero y cálido saludo.
Sr. Presidente, en momentos en que muchos esperamos el anuncio de la política que seguirá su administración hacia Cuba, me dirijo a Ud. como responsable del mayor movimiento opositor de Cuba y como ciudadano preocupado por el futuro de mi patria, que ve en EEUU al mejor amigo del pueblo cubano y al primer defensor de la libertad y la democracia en el planeta.
Cuando en diciembre de 2014 se anunció la política que su predecesor, Barack Obama, había decidido seguir respecto a Cuba, nuestra organización, la Unión Patriótica de Cuba, después de un profundo análisis, decidió apoyar el proceso de acercamiento. Por varias razones creímos y seguimos creyendo que en esos momentos ésta era una idea inteligente que merecía ser desarrollada. En el peor de los casos, la nueva postura de la administración norteamericana arrojaría luz sobre cuáles debían ser los próximos y más efectivos pasos a seguir.
Los importantes gestos de buena voluntad del Sr. Obama destruirían la vieja y falsa justificación del régimen castrista de que EEUU es el principal responsable de la profunda miseria en que vive nuestro pueblo. Pensábamos igualmente que el dictador Raúl Castro podría haber optado por actuar con un mínimo de cordura, y que por sus deseos de profundizar las relaciones con EEUU y la Unión Europea, en busca de beneficios económicos, disminuiría su represión contra los opositores pacíficos y los periodistas independientes de nuestro país. Pero la realidad ha sido otra. La tiranía castrista se ha estado beneficiando de la buena voluntad del gobierno estadounidense sin ceder un ápice en su actitud represiva. Ante la falta de presión real por parte de EEUU y la UE, el régimen castrista ha incrementado la represión contra los demócratas cubanos como no se había visto en muchos años.
Durante el último año se ha triplicado el número de prisioneros políticos. Nuestros presos son sometidos a golpizas y torturas a un grado superior al padecido en los últimos catorce años. En 2016 y 2017 aumentaron de manera significativa la persecución, las detenciones arbitrarias, las golpizas, los allanamientos y los robos de las “fuerzas del orden” en hogares de opositores pacíficos. Por si fuera poco, las restricciones y el acoso al ¨trabajo por cuenta propia¨ echan por tierra el optimismo de aquellos que esperaban al menos una mayor libertad económica.
En las circunstancias actuales, la lucha por la democratización de Cuba se hace muy difícil sin el decidido apoyo de EEUU. Algunos ingenuamente creen que se puede avanzar hacia la democracia participando en el “proceso electoral”, impuesto por el régimen. Pero, ¿Quién puede pensar, cuando asaltan tu hogar, te golpean, roban la comida de tus hijos y te encarcelan y torturan solo por intentar desarrollar una actividad didáctico-recreativa para niños, que el régimen va a permitir a los demócratas verdaderos obtener cuotas reales de poder político en su entramado totalitario?
Durante más de medio siglo nuestra nación ha sufrido un régimen totalitario de carácter estalinista. Todos sabemos que no se sale de un régimen de ese tipo a menos que los herederos del poder abandonen el control y la represión, y que el mundo democrático apoye decididamente a quienes luchan por la libertad.
La política, como la medicina, exige tratamientos efectivos. El castro-comunismo es un peligroso germen que produce grave infección, al que hay que combatir con efectivos “antibióticos”. Contra el castrismo se precisan tratamientos que impidan su propagación a otras naciones —Venezuela y Nicaragua, por citar dos ejemplos— y que propicien su completa eliminación en la nación donde más daño ha causado: Cuba.
Somos conscientes de que la principal responsabilidad en la lucha contra el castrismo es de nosotros los cubanos, por ser los que más lo sufrimos. Pero en un mundo donde los tiranos se apoyan mutuamente, necesitamos ayuda de los países democráticos para acabar con la dictadura. Por una cuestión moral y también práctica, los amantes de la libertad y las democracias de todo el mundo deberían apoyar todo lo posible a quienes luchamos contra el totalitarismo.
Algunos se muestran preocupados por los millones de dólares y miles de empleos que dicen perdería EEUU si Ud. revierte las medidas del Sr. Obama. Sin embargo, pocos reconocen que la intervención estatal del castro-comunismo en Cuba, Venezuela y otros países trae consecuencias económicas muy costosas para EEUU. Pocos mencionan las enormes sumas de dinero que EEUU ha tenido que gastar y deberá seguir gastando para defender la democracia y los derechos humanos, siempre amenazados por el castro-comunismo en el continente americano y fuera del mismo.
Hay quienes plantean que de revertirse las políticas del expresidente Obama, el sucesor de Raúl Castro se atrincheraría en el inmovilismo en lugar de avanzar hacia una mayor apertura. Nosotros consideramos que, independientemente de la política que EEUU mantenga hacia Cuba, Raúl Castro y su posible sucesor en 2018 —sea quien sea— no van a ceder el control efectivo del país por temor a perder lo robado por la élite castrista al pueblo cubano, y sobre todo por temor a enfrentar la justicia.
A la vista del comportamiento criminal que el castrismo se empeña en mantener contra el pueblo cubano, su apoyo a la represión chavista contra el pueblo venezolano, sus estrechas relaciones con otros regímenes que pisotean los derechos de sus ciudadanos —tales como los de Siria, Corea del Norte e Irán—, su discurso hostil contra EEUU y su falta de cooperación en temas como la extradición de prófugos de la justicia estadounidense, creemos que es el momento de revertir al máximo unas políticas que solo benefician al régimen castrista y muy poco o nada al pueblo oprimido. Es el momento de imponer fuertes sanciones al régimen de Raúl Castro, y también al de Nicolás Maduro. Por su destacada posición en el mundo libre, EEUU no debería permanecer indiferente ante los crímenes que ambos regímenes cometen contra sus pueblos.
EEUU debe seguir siendo el primer defensor de los que carecen de derechos y libertades en el mundo. Es el mundo libre quien debe aislar y castigar a dictaduras impenitentes. No es al supuesto aislamiento que, según The New York Times, produciría a EEUU revertir la política hacia Cuba a lo que su Administración debe temer. Su Administración, su pueblo y los demócratas del planeta a lo que debemos temer es a un mundo donde no se castiguen los excesos de los tiranos.
El castrismo nunca ha dejado de ser uno de los principales enemigos de EEUU, como también ha sido y es el principal enemigo del pueblo cubano. Por eso, estoy seguro de que coincidiremos en que a los criminales que no mejoran su conducta se les debe castigar y no premiar. Cuando esos criminales están al frente de un país, su castigo es un alto deber moral y una necesidad política ineludible.
